V uplynulých rokoch terorizmus vážne postihol európanov. Zatiaľ čo niektoré teroristické hrozby boli odvrátené, niekoľko spáchaných útokov odhalilo nedostatky v právnych predpisoch, ako aj v spolupráci medzi členskými štátmi. S cieľom riešiť tieto nedostatky zriadil Európsky parlament z iniciatívy skupiny EĽS osobitný výbor pre terorizmus. Výbor preskúma existujúce právne a praktické nástroje v boji proti terorizmu a navrhne odporúčania, ako odstrániť medzery v spolupráci a výmene informácií medzi vnútroštátnymi orgánmi činnými v trestnom konaní. Výbor pre terorizmus (TERR) začal pracovať v septembri 2017 a má mandát pracovať 12 mesiacov.
