În ultimii ani cetățenii europeni au fost afectați serios de terorism. Deși unele amenințări teroriste au fost prevenite, un număr de atacuri au scos la suprafață deficiențe legislative și de cooperare între statele membre. Pentru a ameliora această situație, Parlamentul European, la inițiativa Grupului PPE, a creat o nouă comisie anti-terorism. Aceasta va investiga practicile legale curente în lupta împotriva terorismului și va propune soluții de întărire a cooperării și schimbului de informații dintre forțele de ordine și siguranță națională din fiecare stat membru. Comisia Anti-Terorism (TERR) și-a început lucrul în luna septembrie 2017 și va funcționa timp de 12 luni.
