Nos últimos anos, os cidadãos europeus têm sido gravemente afetados pelo fenómeno do terrorismo. Embora algumas ameaças terroristas tenham sido evitadas, inúmeros dos ataques cometidos revelaram deficiências quer ao nível da legislação, quer da cooperação entre os Estados-Membros. A fim de resolver estas falhas, o Parlamento Europeu, por iniciativa do Grupo PPE, estabeleceu uma Comissão Especial sobre o Terrorismo. Esta Comissão terá como objetivos principais analisar os instrumentos legais e práticos existentes na luta contra o terrorismo, assim como sugerir recomendações sobre como reduzir as lacunas existentes no que concerne à cooperação e ao intercâmbio de informações entre as autoridades nacionais responsáveis pela aplicação da lei. A Comissão Especial sobre o Terrorismo (TERR) iniciou o seu trabalho em setembro de 2017, sob um período de vigência de doze meses.
