W ciągu ostatnich kilku lat problem terroryzmu poważnie dotknął Europejczyków. Mimo że zapobiegnięto niektórym zagrożeniom terrorystycznym, liczne ataki pokazały niedociągnięcia zarówno w prawie, jak i we współpracy między państwami członkowskimi. Aby temu zaradzić, Parlament Europejski, z inicjatywy Grupy EPL, powołał specjalną komisję do spraw terroryzmu. Komisja przyjrzy się istniejącym prawnym i praktycznym instrumentom walki z terroryzmem i zaproponuje zalecenia dotyczące likwidowania luk we współpracy i wymianie informacji między krajowymi organami ścigania. Komisja ds. Terroryzmu (TERR) rozpoczęła pracę we wrześniu 2017 r., na okres 12 miesięcy.
