Pēdējo gadu laikā Eiropas iedzīvotāji ir nopietni cietuši no terorisma. Par spīti tam, ka daļa terora draudu tika novērsti, vairāki uzbrukumi atklāja nepilnības gan likumdošanā, gan dalībvalstu sadarbībā. Lai šīs nepilnības novērstu, Eiropas Parlaments pēc ETP grupas iniciatīvas izveidoja speciālu komiteju par terorismu. Šī komiteja analizēs pašreizējos juridiskos un praktiskos rīkus cīņā pret terorismu un rekomendēs kā novērst nepilnības sadarbībā un informācijas apmaiņā starp nacionālajām tiesībaizsardzības iestādēm. Īpašā komiteja terorisma jautājumos (TERR) 2017. gada septembrī uzsāka darbu, kas turpināsies 12 mēnešus.
