Le Parlement européen est l'une des branches de l'autorité budgétaire de l'Union européenne, ce qui signifie que conjointement avec le Conseil, il élabore le budget annuel de l'Union. Ce processus passe par la commission des budgets du Parlement. Cette dernière élabore également des règles générales en matière de dépenses et approuve le cadre financier pluriannuel de l'Union, à savoir le plan budgétaire de l'Union à moyen terme.
