"Panaman paperit", yhdet journalismin historian suurimmista vuodoista, paljastivat tietoja salaisista merentakaisista yhtiöistä, joita käyttävät diktaattorit, suurliikemiehet ja rikolliset kätkeäkseen varoja, välttääkseen veroja, mahdollistaakseen petoksia ja pestäkseen rahaa. Paljastuksista johtuen Euroopan parlamentti perusti tutkimusvaliokunnan tutkiakseen, onko EU-lainsäädäntöä rikottu ja mitä lainsäädännöllisiä muutoksia tarvitaan ongelman ratkaisemiseksi. Tutkimusvaliokunta aloitti työnsä kesäkuussa 2016 ja toimikausi kestää 12 kuukautta.
