Viimase paari aasta jooksul on terrorism Euroopa kodanikke tõsiselt mõjutanud. Kuigi mõned terrorirünnakud on suudetud ära hoida, on arvukad rünnakud paljastanud puudused nii õigusaktides kui ka liikmesriikide koostöös. Nende puuduste kõrvaldamiseks moodustas Euroopa Parlament ERP fraktsiooni algatusel terrorismivastase erikomitee. Komisjon uurib terrorismivastases võitluses olemasolevaid õiguslikke ja praktilisi vahendeid ning pakub soovitusi selle kohta, kuidas kõrvaldada riiklike õiguskaitseorganite koostöös ja teabevahetuses esinevad lüngad. Terrorismi komitee (TERR) alustas tööd 2017. aasta septembris kestusega 12 kuud.
