Este proceso se tramita a través de la Comisión de Presupuestos del Parlamento Europeo. Asimismo, la Comisión de Presupuestos establece normas generales en materia de gasto y aprueba el marco financiero plurianual de la UE, es decir, el plan presupuestario a medio plazo de la UE.
