Der Haushaltskontrollausschuss ist dafür zuständig, die Umsetzung des EU-Haushaltsplans zu kontrollieren, d. h. zu prüfen, ob das Geld der Steuerzahler sinnvoll ausgegeben wird. Er geht Betrugsfällen und Unregelmäßigkeiten in der Umsetzung des Haushaltsplans nach und schlägt Maßnahmen vor, wie solche Fälle verhindert und verfolgt werden können. Er prüft darüber hinaus die Konten der EU-Institutionen.
