Das Europäische Parlament ist eines der für den Haushalt der Europäischen Union zuständigen Organe, d. h. es stellt gemeinsam mit dem Rat den jährlichen Haushaltsplan auf. Dieses Verfahren läuft über den Haushaltsausschuss des EP. Der Haushaltsausschuss legt außerdem allgemeine Regeln für die Ausgaben fest und billigt den mehrjährigen Finanzrahmen, d. h. den mittelfristigen Haushaltsplan, der EU.
