Udvalget om Borgernes Rettigheder og Retlige og Indre Anliggender er ansvarligt for beskyttelse på EU's territorium af borgernes rettigheder, menneskerettighederne og de grundlæggende rettigheder, herunder beskyttelsen af mindreårige, der er fastlagt i traktaterne og i Den Europæiske Unions charter om grundlæggende rettigheder.  Det behandler sager om beskyttelse af personoplysninger. Det beskæftiger sig med migration og asylregler, den integrerede forvaltning af de fælles grænser samt med politisamarbejde og retligt samarbejde i straffesager.
